
Councillor Rogers OBE
David was born in Haslemere, Surrey and was educated at the Royal Grammar School, Guildford and at Kingston-upon-Hull College of Commerce, where he gained an HND in Business Studies and was also successful in the final examinations of the Institute of Marketing.
David has four children. His partner, Alison, is a teacher and lives in Devon.
David was first elected to the County Council for the Brighton St Nicholas Division in 1977, then Brighton Seven Dials (1985), and Newhaven (1989); so has now clocked up 28 years as an East Sussex County Councillor!
He Chaired the Policy and Resources Committee from 1993-1997 and 1998-1999 and was Leader of the Council, 1999-2001. David has been involved for some years now at regional level, first with the South East Regional Forum (the forerunner of the South East England Regional Assembly) and more recently as one of the four local authority Board Members of the South East England Development Agency. He has also worked at national level with the former Association of County Councils; as a Deputy Leader of the Liberal Democrat group on the Local Government Association; and is currently Chair of the LGA's Community Well-being Board. In recent years he has been firstly Vice-Chair, and then Chair, of the Sussex Police Authority.
In June 2004, David was awarded the OBE for services to local government in East Sussex.
David was also a member of Brighton Borough Council for the same wards as above from 1979-1991. He has been a member of Lewes District Council since 1991; he chaired the Leisure and Community Services Committee and has served as Vice-Chair of Policy and Resources with responsibility for finance. Since May 2003 he has been Cabinet member for Staff and Corporate Services, and Deputy Leader of the Council.
Having been a member since its inception, David was appointed Vice Chair of HOSC in May 2005.
